Singing is a basic human need. In a wide variety of musical and social forms, men, women and children pursue this basic need and enrich the cultural landscape in a variety of ways. Choral singing has a long tradition in Germany and in the district of Westerwald and is indispensable in the musical, artistic and social field.
The Westerwald Choral Association sees itself as a vocal association that, as a strong cultural force, enables and sustainably promotes the singing of all population groups and generations, mostly in choirs and vocal ensembles of all kinds. In doing so, it will promote innovation and at the same time secure tried-and-tested products. The association sees itself as a service provider for its members and adopts the following statutes to implement these goals:
§1 – Name and registered office
The name of the association is: Chorverband Westerwald e.V. (hereinafter CV WW). It is based in Montabaur. The business address is the address of the respective spokesperson of the association management.
The association is listed in the Register of Associations at the District Court of Montabaur under No.: VR21025 registered.
§ 2 – Purpose of the association
The CV WW is a member of the Chorverband Rheinland-Pfalz e.V.. He unites the member associations with their choir communities with a focus on the Westerwaldkreis.
The purpose of the CV WW is exclusively to promote art and culture (§ 52(2) No. 5 AO), in particular to promote choral singing as a common cultural task and to contribute to its preservation, development and spread. It operates independently and selflessly and does not primarily pursue its own economic purposes.

The fulfilment of the purpose of the association is pursued in particular by the following measures:
promoting the community by cultivating culture;
promoting the general public by providing a framework for social inclusion;
Promoting youth through the integration of music care in the singing and instrumental circles of children's and youth choirs;
d) promotion of talented people in the field of choral singing and choral conducting;
Promoting international relations as a contribution to international understanding by stimulating international meetings of members;
f) Advising members on musical, organisational and legal matters;
g) representing the interests of members vis-à-vis representatives and elected representatives from politics, business and society;
h) Provision and provision of education and training for members and choirmasters.
The guideline is the mission statement of the choir association Rhineland-Palatinate and the principles developed by the choir association Rhineland-Palatinate e.V. in the musical and organizational field.
The CV WW is politically, denominationally and ideologically neutral. He is committed to the principles enshrined in the Basic Law for the Federal Republic of Germany and in the Constitution of the State of Rhineland-Palatinate.
§ 3 – Membership
Members of the CV WW are the associated singing clubs, choirs and other musical and artistic groups with a local focus in the area of the political Westerwaldkreis.
The application for admission is made in writing to the CV WW whose management decides on the admission. In the case of rejection, the application for admission, together with the grounds for rejection, is the Association Day of the CV WW.. to be submitted for final decision.
§ 4 – Obligations of Members
All members are obliged, in accordance with these statutes, in particular § 2 – Purpose of the Association, to promote the specified tasks and objectives and to respect and implement the decisions of the Association Day of the CV WW.
The contributions fixed by the Association Day of CV WW must be paid on time.
All members and their Active CV WW entitles.
In order to safeguard entitlements to benefits, e.g. from the contracts with GEMA, with insurance institutions or possibly entitlements to subsidies, the inventory reports are published annually. to the date defined by the Chorverband Rheinland-Pfalz in the inventory management system of the choir association Rhineland-Palatinate.
§ 5 – Termination of membership
Membership ends upon dissolution of the member association, by voluntary resignation or by exclusion. Retirement can only take place at the end of the financial year by written declaration to CV WW.
The Association Day of the CV WW may exclude a member who does not fulfil his obligations under § 4 from the choir association.
This decision requires a 2/3 majority of the delegates present at the Association Day.
§ 6 – Use of financial resources
The CV WW is selfless. It does not primarily pursue its own economic purposes.
Funds of the CV WW may only be used for statutory purposes. The members do not receive any donations from the funds of the association. No person may be favoured by expenses that are foreign to the purpose of CV WW or by disproportionately high remuneration. Members of the Board of Directors and other members of the CV WW Volunteers within the tax-admissible limits of the decisions of the Association Day, insofar as within the scope of the capacity of CV WW a right to compensation for the expenses incurred by them in connection with their activity. However, within the limits of budgetary availability, it is possible to grant an expense allowance under Paragraph 3(26a) of the Income Tax Act (‘Honorary allowance’).
§ 7 – Constitution and administration
Organs of the CV WW are:
7.1 of the Association Day (Delegates' Meeting) and
7.2 the management of the association, consisting of the managing and the extended management of the association and
7.3 the representative of the choral groups (1 member per choral group), if established after 7.4.
7.4 In order to fulfil certain tasks, clubs and choirs may. Organize CV WW in regionally related choral groups.
§ 8 – Association day
The Association Day is the meeting of delegates of the member associations. Each member association has the following voting rights according to its number of members (active members), regardless of the number of its choirs:
– up to 20 active members – 1 vote
– up to 34 active members – 2 votes
– 35 or more active members – 3 votes
The members of the executive committee of the CV WW and the honorary members are entitled to vote.
It is not possible to exercise voting rights on behalf of delegates who are not present.
§ 9 – Responsibilities of the Association Day
The Association Day has the following tasks:
9.1 the establishment, amendment and interpretation of the Statutes and their implementing provisions,
9.2 the election of the members of the association's management for 3 years,
9.3 the approval of the annual reports of the management of the association,
9.4 the approval of the annual accounts,
9.5 the election of 2 auditors for the respective financial year (re-election is possible),
9.6 the confirmation of the honorary members proposed by the Association's management,
9.7 the setting of membership fees,
9.8 the determination of the time and place of the association days,
9.9 Execution of applications and
9.10 the decision on the dissolution of the CV WW.
§ 10 – Time limits and minutes
The Association Day is to be convened once a year by the Association's management in text form, with notification of the agenda. The convocation period is 14 calendar days.
An Extraordinary Association Day must be convened if the Association Management or 20% the Member Associations request this.
Applications from individual members to be dealt with on the Association Day must be submitted in writing within the time limit set out in the invitation.
Urgent requests, which are to be submitted and dealt with during the Association Day, require a majority of 2/3 of the delegates present.
A record of the course of the association day and the decisions taken must be made, which must be signed by the management or another person of the managing association management. The minutes shall be forwarded to the member associations as well as to the members of the association's management and honorary members.
§ 11 – Management and decision-making
The Association Day is led by the spokesperson of the Association's management of the CV WW or a commissioned member of the Association's management. Insofar as the statutes do not provide for deviations, the Association Day shall be decided by a simple majority of the voters present. Equality of votes is considered a rejection, but allows a new decision to be taken on the rejected application on the next day of the association.
§ 12 – Board of Directors
The Executive Board consists of the Executive Board and the Extended Executive Board.

(2) The Extended Board of Directors It consists of:
the Executive Board,
the Representation of the Management Board
Representation of the treasury management
the Substitute of the Musical Director
the Youth Choir Representation

other representations for other areas of responsibility (assistants).
The members of the Executive and Extended Board of Directors are elected by the Association Day.
Personal union is permitted with the exception of the managing association management.
The board is supplemented by the representatives of the choral groups (1 chairman or representative).
(3) The Executive Board to be elected consists of at least 4 of the Executive Board and a maximum of 11 Executive Board members.
The Executive Board may at any time appoint additional members on a project-related and advisory basis, who may also be granted voting rights in the Executive Board.
(4) The board is elected for three years. The Board of Directors will remain in office until the election of the new Board of Directors.
The Executive Board within the meaning of Section 26 of the German Civil Code (BGB) is the Executive Board. The members of the Executive Board are entitled to individual representation. These persons are bound by the decisions of the statutory bodies.
The association management or the executive board decide on the invitation of the extended board to the board meetings. The Executive Board has the right, if necessary, to appoint additional persons to the Executive Board meetings.
§ 13 Conduct of meetings, votes
(1) The decision of the management of the association shall be taken at meetings to which the spokesperson of the management of the association or the representative shall invite in writing, stating the agenda, as necessary. The loading period is at least one week. The invitation by e-mail fulfils the written form requirement. In addition, a meeting shall be invited if half of the elected members of the governing body so request.
(2) The management of the association can adopt its rules of procedure and expand the working teams on a task- and project-related basis. Persons who are recruited and commissioned to work in addition to the management of the association shall have the right to vote in the management of the association for their area of responsibility.
(3) Meetings of the association management or other bodies of the CV WW can also be held by telephone / video conference or Internet conference rooms. The invitation must explain how access is made. The dial-in data must be provided at least 48 hours before the respective session.
(4) It shall decide by a majority of the votes of the members of the governing body present. In the event of a tie, the vote of the spokesperson of the association's management shall be decisive. The governing body shall have a quorum if at least half of its members are present.
(5) Voting shall in principle take place in open ballot by lifting hands. A secret election shall take place if the majority of the members of the governing body present so request. A certified voting program can be used for digital voting. In individual cases, the managing association management may have the decision-making on individual matters, setting a deadline for approval, carried out in the circulation procedure by e-mail. The deadline must be at least three days from receipt of the email template. The e-mail template is deemed to have been received by the member of the association's management if the sender of the e-mail has received the dispatch confirmation. The e-mail recipient is required to provide proof of non-access. If one third of the members of the management of the association object to the decision by e-mail within the deadline set by the speaker, the managing management of the association must invite to a meeting of the management of the association, also taking into account paragraph 9. If a Member does not vote, it shall be deemed to have given its consent to the circulation procedure and to the draft decision.
§ 14 – Amendment of the statutes and dissolution of the choir association
Amendments to the statutes must be adopted by a day of association with a ¾ majority of the valid votes of the delegates present with the right to vote.
The dissolution of the CV WW can only be decided by one association day, which is convened specifically for this purpose. The decision requires a ¾ majority of the valid votes of the delegates present with voting rights to be valid. In the event of the dissolution of the CV WW or the abolition of tax-privileged purposes, the assets of the corporation shall be transferred to the Westerwaldkreis, which shall use them directly and exclusively for charitable, charitable, cultural or ecclesiastical purposes.
Unless the Association Day decides otherwise, the spokespersons of the Association's management and financial administration are jointly authorized liquidators.
§ 15 – Data protection
CV WW stores and processes personal data in the performance of its statutory tasks in accordance with the legal bases of the GDPR (General Data Protection Regulation) and the General Data Protection Regulations (Privacy Policy) of CV WW.
§ 16 – Entry into force of the Articles of Association
These articles of association are based on the legally valid resolution of the Association Day of the CV WW, which was held in Hattert on 01.03.2026.
The association ‘Chorverband Westerwald’ takes the protection of personal data of its members and partners seriously; he has ensured through technical and organizational measures that the legal regulations on data protection are observed and complied with both by him and by external service providers. Compliance with this obligation is regularly monitored by the association. The collection, processing, use and transfer of data takes place on the one hand with the consent of the data holder, on the other hand exclusively for the purpose of fulfilling the obligations of the association. The transfer to third parties takes place only for compelling reasons and in the interest of the association. The member of the association concerned has the opportunity at any time to inform himself about the use and whereabouts of his protected data; he is entitled to documentation of compliance with data protection regulations in relation to him. He has the right to revoke his consent at any time and to request the deletion of his data, Art. 17 GDPR.
Within the scope of the applicable legal provisions, you have the right at any time to free information about your stored personal data, their origin and recipients and the purpose of the data processing and, if necessary, a right to correction, blocking or deletion of this data. Partners of the association and third parties are protected in the same way by the compliance with the data protection regulations by the responsible persons of the association. There is no sale or free transfer of data of third parties or partners of the association, unless there is a corresponding consent.
When using external service providers to whom personal data must be made available, the conclusion of a corresponding contract ensures that the data protection regulations are also complied with in the same way by the commissioned company.
In the event of revocation or display of incorrectly collected data, these will be deleted immediately, Art. 21, 18 GDPR. The right to lodge a complaint with a data protection supervisory authority (Article 77 GDPR in conjunction with Section 19 BDSG) is expressly referred to.

General data protection provisions (Privacy Policy) for the Chorverband Westerwald e.V.
A. Principles of data processing in the CHORVERBAND WESTERWALD E. V.
1. Responsibility for data processing

2. Purpose of data processing
If we have received data from you, we will generally only process it for the purposes for which we have received or collected it.
Data processing for other purposes is only possible if the necessary legal requirements pursuant to Art. 6 (4) GDPR are in place. We will of course observe any information obligations under Article 13(3) GDPR and Article 14(4) GDPR in this case.

If we process data on the basis of a balance of interests, each data subject has the right to object to the processing of personal data, taking into account the requirements of Article 21 GDPR.
4. How long will the data be stored?
We process the data as long as this is necessary for the respective purpose.
Insofar as statutory retention obligations exist - e.g. in commercial law or tax law - the personal data concerned will be stored for the duration of the retention obligation. After expiry of the retention obligation, it is checked whether there is a further necessity for the processing. If there is no longer a need, the data will be deleted.
Of course, the data subject may at any time request information about the personal data stored by us and, in the event of non-existent necessity, deletion of the data or restriction of processing.
5. Disclosure of data
A transfer of organizational and personal data takes place only after explicit consent.
If consent is given, the Chorverband Westerwald e.V. limits the transfer to providers of training and further education measures that correspond to the statutory purpose of the Chorverband Westerwald, as well as to non-commercial organizers of choir competitions.
6. Electronic data processing
The Chorverband Westerwald processes personal data exclusively in data centers on the territory of the Federal Republic of Germany.
7. Rights of data subjects
Insofar as the conditions described in the respective regulations are met, each person has in particular the following rights:
- the right to information pursuant to Article 15 of the GDPR,
- the right to rectification in accordance with Article 16 of the GDPR,
- the right to erasure pursuant to Article 17 GDPR,
- the right to restriction of processing in accordance with Article 18 GDPR,
- the right to data portability pursuant to Article 20 GDPR; and
- the right to object pursuant to Article 21 GDPR.

8. Handling of data by institutions, agents and employees
The organs of the Chorverband Westerwaldes e.V., all representatives or other persons working for the Chorverband Westerwald are prohibited from processing, disclosing, making available to third parties or otherwise using personal data without authorisation for purposes other than the performance of the respective tasks. This obligation also applies beyond the resignation of the above-mentioned persons.

B. MEMBERSHIP DATA COLLECTION, STORAGE, PROCESSING AND USE
1. On behalf of the choir association Rhineland-Palatinate, the choir association Westerwald e.V. collects, stores, processes and uses the following data in accordance with the statutes of the choir association Rhineland-Palatinate on a mandatory basis at the beginning and during the membership of the member associations/organisations of the choir association Westerwald e.V. for the fulfilment of the legal relationship established by the membership. The personal data referred to below are collected, stored, processed and used on the basis of Article 6(1)(b) (data processing for the performance of contracts).
a) Organisational data
- Name of the member organisation
- Address, telephone number and electronic address (e-mail address) of the member organisation
- Information on the legal form (e.g. registered association, unregistered association, public corporation, foundation, etc.)
- Information on a valid exemption from corporation tax within the meaning of §§ 51-68 AO (tax number, date of the exemption notice)
b) Contribution-relevant and statistical data at organisational level
- Information on the number of active members of the member organisations, by gender and age group
- Number of inactive/promoting/passive members
c) Organizational statistical data at group level
- Information on the number of active members in reported (choir) groups of a member association/organisation, separated by gender and age group
- Information on musical genres at the level of (choir) groups
- Information on group type (e.g. male choir, female choir, etc.)
d) Personal data at organizational/association level
- Name, address, telephone number and e-mail address of at least one legal representative of the member association/organisation
- Name, address, telephone number and e-mail address of the musically/artistically responsible persons working in the organization (choir leader)
- in honours: Name, address and association/organisational affiliation of the person to be honored
2. The member associations/organisations are obliged to update the data described in Section 1 a) and d) immediately. Within the framework of the annual stock survey, all member organisations/associations are obliged to provide the data defined under 1 b) and 1 c) within the framework of the specifications of the choir association Rhineland-Palatinate.
3. The data referred to in 1. are collected electronically via the association software of the choir association Rhineland-Palatinate ‘IntelliVerband’. Member organisations/associations shall have electronic access.
4. The Chorverband Westerwald e.V. processes and uses the data collected and stored in IntelliVerband via its member associations/-o rganisations.
